On December 20, 2017, the Curry administration issued its RFP to solicit financial advisors to assist with the privatization of City [Jacksonville] assets, including JEA. On December 21, 2017, the day after the City issued the RFP, Tim Baker, one of Mayor Curry's former political consultants, entered into a consulting contract with FPL [Florida Power & Light] (through Mr. Baker's entity, BCSP, LLC).
