A partner with Oldaker, Biden & Belair, Mr. Harmer has had an exhaustive career in public service at both the state and national levels. Mr. Harmer served as the Lieutenant Governor of California, under Governor Ronald Reagan, from 1974 to 1975. Mr. Harmer served as a member of the California State Senate from 1966 to 1973, where he was elected three times as the Caucus Chairman of the Republican Caucus of the Senate. Mr. Harmer has represented clients in both domestic and foreign matters, where he has negotiated contracts, agreements with government agencies and corporate acquisitions. In 1999, Mr. Harmer acted as a consultant to the United States Senate with regard to the YEAR 2000 Computer Technology Problem, where his duties included meeting with government officials in Germany, Great Britain, France, Italy, Russia, Poland, Taiwan, Korea and Japan.
