Booz Allen Hamilton Executive Vice President Dr. Gary Mather leads the firm’s Air Force business, which encompasses both Air Force and National Aeronautics and Space Administration (NASA) clients. Previously, he led the firm’s Aerospace Market Group (AMG), serving all major Air Force product centers as well as Headquarters operations and major combat commands; and focusing on NASA platforms, electronics, weapon systems integration, and engineering associated with the agency’s revised missions going forward. Prior to assuming responsibility for AMG, Dr. Mather led the firm’s Army business for five years. Leveraging expertise in communications and electronics, chemical and biological defense, training, and test and evaluation to support client needs, Dr. Mather led engagements including developing methods for countering improvised explosive devices (IEDs) and using live virtual constructive (LVT) technologies for the Army’s ARFORGEN model for troop deployment and training. Since joining the firm, Dr. Mather has served on its Board of Directors; as chair of the Board’s Finance Committee; president of Booz Allen’s Worldwide Technology Business; and chair of Booz Allen’s Critical Strategic Initiatives Committee. During his tenure at Booz Allen, Dr. Mather led a transformation effort for a large federal agency that involved a front-end analysis to transform the agency into four strategic business units and developing new processes for each unit. The outcome was a fully operational structure involving 100,000 personnel, 10 data processing centers, and a national networking architecture. Dr. Mather also led a highly successful program to restructure a large agency in accordance with Congressional mandates. The effort focused on primary program process flows, as well as cost drivers linked to achieving specific performance requirements. Other client assignments included systems engineering work for an agency operations program, in which Booz Allen was the primary contributor to the development of an evolving systems architecture. Dr. Mather holds a Ph.D. and a B.E.E. degree from Rensselaer Polytechnic Institute, and E.E. and M.S. degrees from the Massachusetts Institute of Technology.
