John T. Hines is the government relations advisor to Shell Oil Co., where he coordinates business activities in Ohio, Pennsylvania and New York. Previously, he spent 18 years with the Pennsylvania Department of Environmental Protection (DEP), last serving as executive deputy secretary for programs. Hines served as DEP’s lead negotiator in the final stage of the passage of the Water Resources Planning Act (Act 220 of 2002) and was also critical in drafting Annex 2001, an agreement to protect the Great Lakes. He has served as Pennsylvania's state coordinator for the Delaware Estuary Program, and as executive director of the Greene County Solid Waste Authority. A presidential scholar, Hines holds a bachelor’s degree in social sciences and a master’s degree in geography and regional planning.
