About WKDEV OUR MISSION In 2014, Mayor Bill de Blasio created the Mayor’s Office of Workforce Development (WKDEV). WKDEV is responsible to coordinate workforce with economic development in all five boroughs, to create a real time connection to businesses to ensure their needs are met, and to effectively connect those New Yorkers seeking workforce services to quality jobs with opportunities for advancement. This office replaces the former NYC Office of Human Capital Development (OHCD). OUR CITY AGENCY PARTNERS WKDEV works in partnership with more than a dozen City agencies as well as business leaders, education and training providers, members of our NYC Workforce Investment Board, and community stakeholders, taking a collaborative approach to realize its mission and ensure the City’s economic vitality into the future.
