With the passage of Ordinance 56708, The Community Development Agency (CDA) was created to take advantage of the new federal Community Development Block Grant (CDBG) program that provides annual "entitlement" funding in place of categorical grants. The CDA was a successor to the City Plan Commission and, prior to that, the Civic League. The Community Development Agency set up offices at 1015 Locust to administer the newly established Community Development Block Program. The new agency combined people from the City Plan Commission, the Municipal Business Development Commission, the Beautification Commission and the Model Cities Corporation. David Hrysko was the acting director. Dale Ruthsatz served as head of the Planning and Programming Division.
