Favorable accounting rules granted by the U.S. government allowed Buffalo-based Empire of America to take over 16 failed thrifts in the 1980s and grow into national prominence. But when the rules were revoked pertaining to an intangible asset called supervisory goodwill, Empire and others in the same situation, failed. In 1990, Empire was seized by federal regulators and then broken up and sold.
