Being the U.S. innovation leader requires many actions, but one non-negotiable element is the ability of all San Jose’s residents and businesses to connect to the highest-quality broadband network available. San Jose cannot invest the capital necessary to build out and own this network, so it relies on the private sector to do so. Therefore, the City’s strategy is to identify the tipping point where just enough City intervention and investment can be made so that the private sector will complete the infrastructure build out. With successful execution of this strategy, largely focused on building the right team, writing and adopting equitable and inclusive infrastructure incentivizing policy, and investing in digital inclusion delivers the following benefits specific to the City of San Jose: 10,000 new jobs including wireless and wireline construction and network equipment manufacturing; Over $2BB GDP growth; 600MM in Select Smart City benefits; $80MM annual direct economic benefit to the 12.4% of San Jose households that do not have home broadband internet access; More choice, better quality, and lower priced broadband internet service; and Increased individual opportunity from digital inclusion including higher educational attainment, job acquisition, and career advancement, and improved mental and physical health. San Jose has longed recognized the need to address the digital equity gap and is committed to a digitally inclusive community.
