Fred Palmer is Shell’s State Government Relations Manager for the Southeast U.S. Region (11 states). In this role, he is responsible for representing all Shell businesses and interests in the State Legislative, Policy and Regulatory arenas and working closely with industry trade associations and allied business organizations. Prior to his Government Relations role, Palmer was based in Houston as part of Shell’s Unconventionals business leadership team and responsible for public, social performance, media, reputation, stakeholder and local government relations’ support for the America’s onshore oil and natural gas exploration, development ventures, producing assets and operations. Palmer joined Shell Exploration & Production Company (SEPCo) in April of 2002 providing external affairs support for the company’s onshore U.S. exploration and production business in Michigan, South Texas and Wyoming. Palmer was graduated from Salem (Mass.) State University with a degree in political science and held positions of increasing responsibility in the Corporate Communications Division of Texaco Inc. from 1984 to 2001. Palmer is married, has three children, four granddaughters and lives in New Orleans, LA.
