Major General William B. Lynch, USAF (ret) completed a distinguished 40 year military career in command positions. He was the Adjutant General of Pennsylvania under three Governors; Chairman of the Pennsylvania Emergency Management Council; NGB, Air Operations Division Director. As Chief of the Operations Division he was responsible for the operational tasking of 91 flying and 244 support units of the Air National Guard in Operations Desert Shield and Desert Storm. He received a AB from Brown University a JD with High Distinction from Ohio Northern University School of Law where he was elected to the Law Review; and is a Graduate of the National War College. From 2006-2007 Gen. Lynch went on assignment to the US State Department, Iraqi Reconstruction Management Office in Baghdad and again in 2008-2009 as Director of the Embassy’s Office of Joint Strategic Plans & Assessment. He has received various military awards including the Distinguished Service Medal, the Legion of Merit and the Republic of Viet Nam Gallantry Cross. His civilian experience includes positions with Corning Glass Works, and various Board and Trust memberships, including the United Way of Southwestern Pennsylvania. He is a recipient of various awards from civic organizations including, the Catholic War Veterans, Marine Corps League, Viet Nam Veterans Leadership Program and the Government of Lithuania. He served as a member and Chairman of the Air Reserve Forces Policy Committee and Vice President-Air of the National Guard Association of the United States.
