Helped advance bill from Patrick Morrisey
Notes In December 2013, as the Obama administration prepared to release a new plan to regulate carbon emissions from existing coal-burning power plants, Mr. Miller (the lawyer and lobbyist for the coal industry) met with the West Virginia attorney general, Patrick Morrisey, in Charleston, W.Va., to ask him to consider pushing his allies in the State Legislature to introduce legislation that would make clear that the state was opposed to the plan and that it would probably challenge it in court. Mr. Miller represents several coal mining interests. In a follow-up email in February 2014, Mr. Miller urges Mr. Morrisey to consider joining with several other states, such as Arizona, Colorado, Idaho, Kansas, South Dakota and Wisconsin, all with Republican attorneys general, to pursue legislation in their states and possibly litigation against the pending rule. Mr. Miller is very detailed in the requests for action he leaves with Mr. Morrisey. He also explains that other industry players, including the American Coalition for Clean Coal Electricity--an industry trade association, and the National Association of Manufacturers, among others, are helping push the legislative effort in more than two dozen states. The American Legislative Exchange Council, an industry-funded group that has conservative state legislators as members, is perhaps the original author of the legislation that Mr. Miller presented to Mr. Morrisey, asking him to push it in West Virginia.
