Served as OPIC's trouble shooter/crisis manager for many problem projects, whether due to environmental concerns or financial. I led the negotiation team that settled a $217 million expropriation claim against the Government of Indonesia, the largest claim in OPIC's year history. I was also a key advisor on the agency's reauthorization in 1998, where we secured a 4-year reauthorization from the U.S. Congress. I served on the credit committee and oversaw policy changes to the investment funds department.

I served as Chief of Staff during a critical five-month period when the corporation had an acting president and was underfire with oponents in Congress. It was targeted as one of the top 10 government agencies for closing. I led the OPIC team that won a two year reauthorization. I also negotiated new envionmental stardards with NGOs and Business and new labor commitments with the AFL-CIO. I was involved in all financing decisions.
