Establish the technical vision for how advanced technology can shape the future of the State of Illinois and its services to citizens and businesses. Lead all aspects of strategic technological planning by prioritizing enterprise systems/software and infrastructure initiatives, and overseeing the evaluation, deployment and management of current and future technologies.
Conduct research and engage the entrepreneurial aspect of the local business community to drive innovation in regard to trends and emerging technologies in anticipation of new processes and system alterations with a special focus on cloud, mobile technologies and interoperability exchanges for healthcare, public safety, finance, transportation and policy management services while driving governance processes of the state’s application, data, and infrastructure architecture.
Deliver commercial business mindset and expertise to establish and implement IT as a Service (ITaaS) to improve overall utilization of technology across the state for citizens and the business community alike. Under the direction of the state-wide CIO, drive overall IT Transformation effort resulting in the launch of the new Department of Innovation a Technology (DoIT) comprised of 900M state investment, 1700 employees, 30K server instances, 2800+ applications and 4+ Petabytes of data. Manage CIO Council of 100+ agency and other CIOs across the state driving innovation, interoperability and Illinois "FIRST" technology strategy execution. Launch and serve as founding member of the Illinois Blockchain Initiative (IBI). |
