Joseph J. Garvey, Esq., is a senior partner with the law firm of Garvey, Ballou and Rogalski, PC, located in Toms River, New Jersey. While an undergraduate at Stevens Institute of Technology, Garvey received the Colonel Basil M. Stevens Award and the John A. Davis Award. He served on active duty in the United States Navy from 1971–1974 as a Civil Engineer Corps officer, rising to the rank of lieutenant. He was awarded the National Defense Service Medal and Expert Pistol Medal, as well as letters of commendation from the chief of naval operations for his participation in “Operation Homecoming” for returning prisoners of war from Vietnam, and from the under secretary of the Navy for overseeing the construction of the Navy Chapel at the Washington Navy Yard. He is admitted to practice law in New Jersey, the U.S. District Court, District of New Jersey, the District of Columbia, the U.S. Court of Appeals, the District of Columbia Circuit, Court of Appeals, the Third Circuit, and the United States Supreme Court. Garvey has been a certified civil trial attorney since 1983. His practice deals with construction litigation, products liability, medical malpractice, and personal injury litigation. He is a member of the New Jersey State Bar Association and the Ocean County Bar Association. He has served as a member of the District IIIA Ethics Committee, which investigates and prosecutes ethics complaints against attorneys. He is a member of the New Jersey Defense Association and served as its president from 2010–2011. He is a member of the Defense Research Institute and served as its representative from New Jersey. Garvey holds a B.E. in mechanical engineering from Stevens Institute of Technology and a J.D. from the Catholic University of America.
