Eugene K. Tyksinski joined Carr Public Affairs in the fall of 1999, following service as Executive Director of the Association of Public Broadcasting Stations of New York from 1993-1999. Prior to that, he served as Secretary of the New York State Senate Finance Committee from 1982-1992.As chief fiscal advisor to the Senate Majority Leader and the Finance Committee, he was responsible for directing some seventy-five committee professional staff of revenue and budget analysts, economists and attorneys, and support personnel.The Committee effort focuses on all fiscal and program activities of state agencies and programs with primary responsibility for negotiating the State's $ 70 billion plus annual budget.In total, Mr. Tyksinski's experience with the Senate Finance Committee spanned 25 years, from 1967 - 1992. Mr. Tyksinski holds a B.S. degree in Labor Relations from LeMoyne College in Syracuse, New York.In addition, Eugene has done course work toward an M.P.A. at the Maxwell School at Syracuse University, and at the State University of New York at Albany.He is a veteran of the United States Marine Corps, having served from 1959 - 1953 in the Far East, including Vietnam, achieving the rank of Captain.Mr. Tyksinski is a past member of the Board of Governors of LeMoyne College.He is a past President of the Eastern States Legislative Fiscal Officers and the Capital District Chapter of the American Society for Public Administration, and is a member of the Government Finance Officers Association and the American Society for Public Administration.He received an award for Outstanding Public Service from the Rockefeller Institute in 1990. Eugene resides with his family in Altamont, New York.
