Deputy Chief Clark Kimerer is Chief of Operations and 2nd in command of the Seattle Police Department. A 24-year veteran, he commands the Patrol, Special Operations, Investigations, Intelligence, Emergency Preparedness and Homeland Security divisions of SPD. He is Director of the City of Seattle Emergency Operations Center, and chairs the Seattle Disaster Management Committee. Relevant command details include assignments as Lead Planner for the 1990 Seattle Goodwill Games, the APEC summit in 1996, and the 2002 Asia Pacific Cities Summit. He was appointed by the Department to oversee the analysis and writing of the WTO Riot After-Action Report. Chief Kimerer was planning commander and Seattle point of contact for TOPOFF 2, and was a subject matter expert and mentor for TOPOFF 3. He serves as an instructor and subject matter expert at various universities and professional institutions in the United States and Great Britain, and is part of the Naval Postgraduate School’s Urban Area Mobile Education Team (MET). He is well-known nationally and participates in numerous project and analysis teams on a broad range of public safety and homeland defense issues for DOJ, DHS, and the Intelligence community. Chief Kimerer holds a BA in classics and liberal arts from St. John’s College in Annapolis, Maryland, and has completed postgraduate and professional certification work at various institutions, including the Harvard Negotiation Program at Harvard Law School. He is also a graduate of the National Executive Institute, Class #26. Chief Kimerer holds a secret clearance. As Chief Kimerer is an active duty commander of the Seattle Police Department, his role as a contract expert is circumscribed by ethical standards that preclude him from consulting within the State of Washington. His work will be undertaken exclusively in an off-duty capacity.
