Michael Jenkins is a municipal law attorney who has served for more than two decades as pro bono general counsel to the South Bay Cities Council of Governments. After a 40-year career as city attorney to multiple Southern California cities, he retired from active service and now serves as special counsel to public agencies statewide. Jenkins is widely recognized in the field of municipal law, having been named among California’s Top-25 Municipal Lawyers by the Los Angeles Daily Journal and listed annually as a Southern California Super Lawyer since 2008. He has held numerous leadership roles within the League of California Cities and related professional organizations, contributed to foundational municipal law guidance including Brown Act materials, and teaches local government law at USC Gould School of Law.
