Peter Buffa is a Director with the Barclays public finance team. Peter joined Barclays in 2011, after serving more than 25 years as a policy maker with a number of Southern California public agencies. In addition to 12 years as a Mayor and Council Member in Costa Mesa, California, he served 11 years as a Director and Chair of the Transportation Corridor Agencies and 5 years as a Director and Chair of the Orange County Transportation Authority. While Board Chair at OCTA, Peter played an integral role in developing an initiative to accelerate transportation project funding and approval at the federal level, called “Breaking Down Barriers,” elements of which were incorporated into the Map-21 Surface Transportation Reauthorization Act in 2013. At Barclays, Peter’s project experience includes the refinancing of the SR-91 Express Lanes; the $2.3 billion refinancing of the SR-241 Foothill-Eastern Toll Road – the largest standalone U.S. municipal bond transaction of 2013 – and the $1.3 billion refinancing of the SR73 San Joaquin Hills Toll Road. Peter is a graduate of the University of Arizona, did graduate work at the University of Southern California, and served as a United States Air Force officer from 1970 to 1973.
