Following 38 years of service, Perkins retired from the United States Army as a four-star general and the 15th commander of the U.S. Army Training and Doctrine Command. He was the 21sat commander of the combined arms center and commandant of the U.S. Army Command and General Staff College at Fort Leavenworth.
