Michael Goo is a Managing Director at Waxman Strategies, where he leads the firm's environmental practice’s federal policy portfolio. Michael provides our clients with expertise on a wide range of energy and environmental issues. He previously worked for Chairman and U.S. Rep. Henry Waxman (D-CA) as Staff Director for the House Energy and Commerce Environment Subcommittee during the 114th Congress, in 2014. Michael served as EPA Associate Administrator for Policy for the Obama Administration, where he oversaw clearance of all EPA rules from the Office of Information and Regulatory Affairs at the White House Office of Management and Budget. While serving at EPA, he managed 170 staff members, covering regulatory review, economic analysis, sustainability, and EPA’s smart growth program. Michael also participated in the drafting of the Quadrennial Energy Review, at the Department of Energy for Obama, under Secretary Ernest Moniz. During his Congressional career, Michael worked for 3 members of the U.S. Senate and 4 members of the House, including Senators George Mitchell, Jim Jeffords and Barbara Boxer, and Representative John Dingell. Under Congressman Ed Markey, Michael served as the Staff Director to the House Select Committee on Energy Independence and Global Warming.
