State Representative Stephen Kinsey, D-Phila., is a resident of northwest Philadelphia and a product of the Philadelphia public school system, He has a bachelor's of science from West Chester University and a master's in business administration from Eastern University. A member of the Pennsylvania House of Representatives since 2013, Kinsey is a leader in the Democratic Caucus. ln December 2018, he was elected by his peers to serve as the chairman of the Pennsylvania Legislative Black Caucus for the 2019-20 Legislative Session. He serves as subcommittee chairman of education on the Appropriations, subcommittee chairman of public Transportation, subcommittee chairman of health on the Health Committee and subcommittee chairman of drug and alcohol on the Human Services Committees. Representative Kinsey also serves on the Health and Rules Committees. Kinsey was appointed by Governor Tom Wolf to serve as a trustee at West Chester University, and was selected by House Democratic Leader Frank Dermody to serve on the PA Minority Business Development Authority Board. Kinsey is a strong advocate for growing Pennsylvania's economy by creating good jobs that pay real wages, offer benefits and an opportunity for hard-working taxpayers to retire. He believes that every Pennsylvanian should have affordable health care to allow people to see their doctor without going into debt. Representative Kinsey's advocacy for quality schools was ignited by his own experience of attending public schools, He recognized that schools can open doors, leading to a lifetime of success. He continues to work hard to ensure that all levels of education are properly funded. Kinsey is the proud father of Shawnessa, Lanessa, Wynessa and Myla. He is actively involved with local schools and community organizations throughout his legislative district. He is an active member of Kappa Alpha Psi, which provides leadership training and mentoring to youth throughout the commonwealth of Pennsylvania.
