Northeastern University School of Law About I joined Social Finance, Inc. in September 2015 as VP and General Counsel, where I work closely with my colleagues on developing and implementing pay-for-success contracts (or social impact bonds) in jurisdictions across the U.S. I have spent my professional career in Boston as a public finance lawyer working with the Commonwealth of Massachusetts and several large quasi-public authorities in the issuance of tax-exempt debt for infrastructure projects. I also served as the Commissioner of Revenue in Governor Patrick's administration, which has given me a deeper appreciation of the financial resource challenges facing government, at a time when the need for government programs is expanding.
