Under President Clinton, he was Assistant Secretary of Commerce for the National Oceanic and Atmospheric Administration; Associate Director for Natural Resources, Energy and Science at the Office of Management & Budget; Chief of Staff at the Department of Energy; and Special Assistant to the President for Economic Policy at the National Economic Council.
