By way of a small contribution to the discussion, I would like to make one addition to the remedies Reid offers: We also need to re-think the learning experience itself. Even today, universities still suffer from what I'll call pedagogical centralism. Namely, whether you take just a few courses to get credentialed in a skill or enough to get a four-year degree, whether you take them from one school or a variety of institutions, each course is still a centralized learning experience. You sit in a lecture hall — in person or virtually — for a fixed set of time, consuming chunks of knowledge pre-digested by the professor for the generic student. This traditional notion of teaching, which began in the Middle Ages, holds many back and leaves many behind. MOOCs, which were once all the rage, simply repackaged the 11th c. for delivery to the 21st. It is not surprising, then, that recently Coursera — and Udacity before it — pivoted towards skills-based training. If we want to build a system that allows for dynamic credentialing through-out a person’s career, then how they learn has to be decentralized as well. Most people don’t have the time to “sit” in a lecture for an hour on a regular basis and then do homework at the traditional 3-hours-to-1 ratio. Learning, and assessment with it, need to be seamlessly integrated into the way we live our modern, connected lives. A radical decentralization of pedagogical consumption is needed. I should be able to learn throughout the day in a device-independent, temporally-discontiguous way. However, and here’s the tricky part, it still has to feel like a single, unified experience. I am on board with Reid’s vision. It will be hard to implement, but the many benefits make it well worth the effort.
