Julie Miller-Phipps is a recently retired healthcare executive with over 46 years’ experience leading hospitals, health plans, and care delivery From 2016-2023 she served as president of Kaiser Permanente’s Health Plan and Hospitals for the Southern California market, and in 2020 assumed additional responsibility for the Hawaii market, serving a combined 5 million members and their communities. In that role, Miller-Phipps lead operations and growth strategies for Kaiser Permanente’s $38B Southern California and Hawaii market. Prior to her role as regional president of the Southern California and Hawaii markets, Miller-Phipps was appointed president of Kaiser Permanente’s Georgia market. From 2002 to 2014, Miller-Phipps served as senior vice president and executive director for Kaiser Permanente's Orange County Service Area where she directed health plan and hospital operations.
