Engaged in the practice of law since 1976, Allen Beinke serves as a partner in the firm's Austin and San Antonio offices. He has extensive experience and an active practice in government affairs matters at both the state and local levels. Mr. Beinke has represented public and private clients in environmental, legislative, and administrative matters before state agencies and the Texas Legislature, and he offers varied and comprehensive government affairs experience. With more than 12 years experience in representing clients before the Texas Legislature, he also has background in a wide range of issues, including environmental matters, health care policy, pharmaceutical policy, municipal issues, telecommunications issues, security issues, criminal justice issues and education policy matters. Mr. Beinke has significant experience in environmental regulatory matters, and has advised clients regarding the environmental aspects of real estate transactions, as well as securing permits and regulatory authorizations, including solid waste permits, water quality permits, and air quality permits from state and federal environmental agencies. He has also advised on numerous Phase I, II and III environmental assessments associated with real estate and commercial transactions of all sizes. Mr. Beinke brings to the firm experience representing clients before a wide range of state administrative agencies, including the Texas Commission on Environmental Quality, the Texas Railroad Commission, the General Land Office, the Texas Health and Human Services Commission and its providing agencies, the Texas Department of Insurance and the Texas Department of Transportation. He has negotiated numerous enforcement actions, compliance agreements, and administrative orders for alleged violations of environmental regulations promulgated by the Environmental Protection Agency and state environmental agencies. Formerly, Mr. Beinke served as executive director of the Texas Water Commission (now the Commission on Environmental Quality) and as a policy analyst with the Legislative Budget Board. He has also served as general counsel for the Texas Sunset Advisory Commission. An active member of the Austin community, Mr. Beinke dedicates time to numerous civic boards. Notably, he has served as a leader in the Greater Austin Chamber of Commerce Health, Safety & Environment Committee and the Clean Air Metro Austin Steering Committee. He is also a member of the Texas Water Conservation Association.
