Charles Kirk Stark

Kirk Stark brings to Dawson & Associates more than 30 years experience in the U.S. Army Corps of Engineers Regulatory Program. This includes 10 years in the Corps of Engineers, Baltimore District; six years at Environmental Protection Agency Headquarters and 15 years at Corps Headquarters. Mr. Stark holds a B.S. in Biochemistry from the University of Maryland and an M.S. in Public Administration from Johns Hopkins University.
