Barry J Hurewitz

Barry J. Hurewitz is a partner in the firm's Regulatory and Government Affairs Department, and a member of the Communications and Defense and National Security Practice Groups. He joined the firm in 1994. Since then he has developed a multidisciplinary practice focusing on federal legislative and regulatory matters affecting technology companies, including federal technology policy, regulatory compliance, government procurement and technology transfer. Mr. Hurewitz counsels companies on emerging regulatory issues such as data privacy, Internet governance, and the application of traditional laws and regulations to e-commerce. Mr. Hurewitz publishes frequent articles on developments in technology regulation. Recognizing that the federal government is the largest consumer of high technology products and services, Mr. Hurewitz advises companies on government contracting issues, including proposal preparation, technical data rights, resolving claims and disputes, socioeconomic program compliance, federal health care programs, federal lease financing, subcontracting, bid protests, and GSA schedule contracting. To help companies leverage government-owned technologies and extensive R&D resources, Mr. Hurewitz counsels clients on federal financial assistance and technology transfer agreements, including grants, cooperative agreements and cooperative research and development agreements. Mr. Hurewitz received a JD degree, magna cum laude, from Georgetown University Law Center. He received an AB degree, cum laude, in economics and computer science from Duke University. Mr. Hurewitz is admitted to practice in the District of Columbia and the state of Maryland.
