William P. Bennett is a partner in the Washington, DC government relations consulting firm of Alvarado & Bennett . Mr. Bennett is an experienced government contracts attorney having served for many years in the postal career executive service at the United States Postal Service as well as a reserve officer for the U.S. Air Force at the Pentagon. Mr. Bennett served as legal counsel to the U. S. Postal Service for over two decades, including a position as that agency's Chief Counsel for procurement. He brings to bear considerable expertise in the planning, solicitation, award, and administration of major procurement actions involving supplies and services of all types, automated equipment, air and highway transportation, and information systems. He is also experienced in litigation over protests concerning award of major contracts as well as performance disputes before that agency's board of contract appeals and the federal courts. In that capacity, Mr. Bennett was responsible for the legal advice and defense of over $1 billion worth of newly awarded contracts on a yearly basis. In addition Mr. Bennett is a past reserve chief of the Air Force Judge Advocate General's headquarters office of procurement law, with a retired reserve commission of Lt. Colonel. He also served as a staff assistant to a member of the U. S. House of Representatives (Durward Hall, R-MO). Mr. Bennett's principal focus is on assisting major corporate clients to position themselves best for award of large government contracts and to provide them with the appropriate counseling necessary to assure successful contract performance and good relations with their government customers. Mr. Bennett received his bachelor's degree in history from Princeton University and his law degree from Duke University School of Law. He is a veteran of the Vietnam War having served as an Army officer before attending law school. Mr. Bennett is a member of the bar of the U. S. Court of Appeals for the Federal Circuit and the U. S. Court of Federal Claims.
