Colin Chapman

Colin A. Chapman is a Senior Vice President of The Rhoads Group and leads the firms Transportation and Natural Resource practices. Since joining the firm in 2003, Colin has worked extensively with the trucking and aviation industries, on Native Alaskan issues, and with resource development organizations on a broad range of federal policy, appropriations and legislative issues. Closely involved in matters of public policy for the past fourteen years, Colin joined The Rhoads Group after departing Capitol Hill where he served as Chief of Staff to Congressman Don Young of Alaska during the Congressman's tenure as Chairman of both the House Resources Committee and the House Transportation and Infrastructure Committee. During that period, Colin had extensive involvement with a broad range of natural resource, environmental and transportation policy issues such as Native American; National Parks and Refuges; wildlife management and federal lands management. In addition, Colin was a principal advisor to Chairman Young on a variety of other policy areas including homeland security; aviation; rail; highway; maritime; and port infrastructure. Prior to his position with Congressman Young, Colin served as Administrative Assistant and Chief of Staff to Congressman Bill Brewster of Oklahoma, where he coordinated and oversaw all legislative, policy, and political issues for the Congressman. During his tenure on the Hill, Colin also served as the primary staffer for both Congressmen Young (R-AK) and Brewster (D-OK) on the bipartisan Congressional Sportsmen's Caucus during each of their respective Chairmanship's of the Caucus. In this capacity, he was responsible for coordinating all policy and legislative activities of the 200+ member caucus. Born and raised on a cattle ranch in Oklahoma, Colin is a graduate of Trinity University in San Antonio, Texas, holding a Bachelor of Arts degree in History and Political Science. Additionally, Colin studied abroad at the University of Melbourne in Victoria, Australia. An avid sportsman, hunter and fisherman; Colin and his wife Melissa, also a Capitol Hill staffer, remain involved in their family's ranches in Oklahoma and Texas.
