John Montgomery specializes in legal and business counseling, government relations, and legislative services to industry, municipalities, universities, and labor organizations. His practice focuses on federal acquisition policy, national defense and homeland security programs, research and development, government privatization, and base closure and redevelopment. He advises clients on all aspects of doing business with the Federal Government, including: industrial security and facility clearances, especially cases involving foreign ownership, control, or influence (FOCI) issues; procurement integrity; suspension and debarment; and investigations. He is Co-Chair of the Firm’s Government Affairs Practice Group. Before becoming a member of Tighe Patton, Mr. Montgomery served 25 years as a Navy Judge Advocate, the last nine of which were in the Pentagon, where he held senior legal, legislative, and acquisition positions. He served as senior advisor to Defense Secretary William Cohen. He was Special Assistant for Strategy to the Under Secretary of Defense, where he directed the Department’s congressional relations efforts for acquisition and technology programs, procurement policy, international programs, logistics, small business, and base closure. Mr. Montgomery is a member of the Acquisition Reform Working Group, a coalition of defense and commercial industry associations interested in Federal acquisition and procurement policy issues. Mr. Montgomery is a 1970 graduate of the U.S. Naval Academy and has law degrees from the University of Missouri and Georgetown University. He is a graduate of the Defense Systems Management College, Program Managers Course, and in 1995 was a Senior Executive Fellow at the John F. Kennedy School of Government, Harvard University. He is a member of the bars of Missouri, the District of Columbia, the U.S. Court of Federal Claims, and the U.S. Supreme Court. Mr. Montgomery serves as a director on the boards of three companies that do business with the Federal Government. He is also active with numerous professional and civic organizations; including the National Capital Area Council, Boy Scouts of America, where he serves on the Executive Board and as Vice President for Program. He is a recipient of the Silver Beaver award for distinguished service to youth.
