Stephanie Daigle

Stephanie Daigle is a public policy consultant with Crowell & Moring's Public Policy Practice Group. She provides strategic legislative advice and representation to a wide range of companies, trade associations and State and local governments. She has more than 12 years of experience in government affairs and environmental policy having served at the U.S. Environmental Protection Agency (EPA) and the U.S. Senate Committee on Environment and Public Works (EPW). As Associate Administrator of EPA's Office of Congressional and Intergovernmental Relations from 2005 to 2007, Stephanie lead the Agency's review of legislation, coordinated formal positions, provided technical assistance to Congress and monitored relevant legislative actions. Her work included serving as the Agency's lead on all oversight related issues and informing Congress and the States of the Agency's position on numerous environmental issues. From 2001 to 2005, Stephanie served in EPA's Office of Policy, Economics and Innovation in several positions. As the Acting Associate Administrator she was responsible for managing the Agency's regulatory, economics and innovation agenda. Stephanie managed and provided oversight of significant regulatory and policy actions such as the Clean Air Act nonroad diesel rule; the fine particle (PM2.5) National Ambient Air Quality Standard; and the first joint EPA/FDA consumer advisory concerning mercury in fish. Stephanie also coordinated economic analysis on significant rules including the Clean Air Act New Source Review (NSR) program and the Clean Air Act mercury rule. Prior to joining EPA, Stephanie served the U.S. Senate Committee on Environment and Public Works. While with the Committee, Stephanie was responsible for developing legislative strategies for the Chairman on issues related to the Water Resources Development Act, Everglades restoration, fish and wildlife related issues, appropriations and agency budgets.
