From 2005 to 2008, he served as the United States Ambassador to the Holy See, appointed by President George W. Bush. He serves as a Member of the Board of Advisors of the Panama Canal Authority, Republic of Panama, the Board of the Florida Gulf Coast University Foundation, the INCAE Presidential Advisory Council and the Board of Visitors of the University of Oklahoma International Programs. He served as an Independent Director at Laredo Petroleum, Inc. since February 2010 until September 6, 2016. He serves as a Member of the District of Columbia and Texas Bar Associations. He has broad business and financial experience and serves as a Director of Public and Private Energy Companies. Ambassador Rooney graduated from Georgetown University with a Bachelor of Arts and from Georgetown University Law Center with a Juris Doctorate.
