Mr. Carter, a former military and commercial pilot, retired from the U.S. Air Force Reserve in 2009 with the rank of Major General after a 34-year career. He flew 12 years for USAirways and attained B737 Captain status. Mr. Carter served as Vice President for Government Relations at Elbit Systems of America, Arlington, Virginia (2009-2015) and President of Commonwealth Consulting Corporation, Arlington, Virginia (2005-2009). He was Senior Counselor to the Coalition Provisional Authority (CPA) for Legislative Affairs in Baghdad, Iraq (2003-2004) and served as Assistant to the Chairman for Government Affairs of the Columbia Accident Investigation Board in Washington, D.C. Mr. Carter’s earlier government service included positions as a Deputy Assistant Secretary of Defense and a staffer for the Senate Republican Leader, Bob Dole.
He earned a B.S. from the University of Memphis and a MA from Georgetown University.more » « less
