Peg Moore represents electric utilities and utility affiliates, independent power companies, power marketers, developers of renewable energy, private equity funds, and financial institutions on issues related to power purchases and sales, acquisition and development of power projects including generation and transmission, and electric industry restructuring. Ms. Moore provides advice on the implications of project development and restructuring, involving advanced approvals of sales and acquisitions and market power updates; counsels clients on the associated filings with the Federal Energy Regulatory Agency (FERC); and represents clients in FERC administrative proceedings. She also is involved on a daily basis in the compliance issues associated with market-based rate filing requirements of FERC, including project sales and acquisitions, electric quarterly reports, annual interlocking directorate reports, advance approvals for interlocking directorates, and tariff revisions. In her representation of renewable power project owners, Ms. Moore recently represented clients in obtaining a FERC declaratory order on the ownership of renewable energy credits (RECs). In addition to her representation of clients before FERC, Ms. Moore provides contract review and transactional advice on interconnection and transmission issues and power purchases and sales, and frequently serves as special regulatory counsel for closings.
