Paul E Gutermann

For over 25 years. Paul E. Gutermann has had a national practice litigating cutting-edge issues arising under all the major statutes, negotiating environmental issues in corporate mergers, divestitures and restructurings, and assisting clients before Congress and executive branch agencies on policy development. Mr. Gutermann has served as lead trial counsel defending major enforcement actions brought by the United States, states and national environmental groups in courts from New York to California. He has tried cases involving alleged violations with the Clean Air Act, federal and state regulations governing the management of hazardous waste, and cost recovery actions under CERCLA. Mr. Gutermann has been the lead environmental lawyer on transactions representing companies acquiring and divesting assets; the value of transactions on which he has worked total in the billions of dollars. He has also represented creditors’ committees in connection with the restructuring of major industrial manufacturing conglomerates. Mr. Gutermann has represented clients in connection with the development of federal legislation on such issues as the acid rain requirements and efforts to regulate carbon emissions under the Clean Air Act and implementation of the Montréal Protocol. He is a frequent speaker and writer on the range of issues related to domestic and international environmental law. Mr. Gutermann received his A.B. cum laude and with high honors in 1978 from Clark University, where he was elected to Phi Beta Kappa and was captain of the varsity baseball team. He received his J.D. in 1981 from Case Western Reserve University, where he served as editor in chief of the Case Western Reserve Law Review and was a member of Order of the Coif. He is a member of the District of Columbia Bar and is admitted to practice before the U.S. Supreme Court, several U.S. courts of appeals, and the U.S. District Courts for the Districts of Columbia and Maryland.
