Thomas R. Howell has practiced in international trade matters for more than 20 years. His practice includes litigation pursuant to the US trade remedies (antidumping, countervailing duty laws and Section 301 of the Trade Act of 1974); support for international negotiations; and securing market access abroad. A particular area of experience has been developing and analyzing comprehensive information about industrial policies, private commercial practices and economic systems outside the United States.
