Lucie Lapovsky

Lucie Lapovsky, PhD Principal, Lapovsky Consulting Former President of Mercy College Lucie Lapovsky is an economist who consults, writes, teaches and speaks widely on issues related to higher education finance, strategy, leadership, governance and enrollment management. Recently, much of her work has been with boards of trustees on issues of governance, planning and effectiveness. Her clients include public and private colleges and universities throughout the United States and various companies and organizations throughout the world. Most recently, she met with more than 100 Japanese colleges and universities to discuss issues relating to enrollment and endowment management. She is actively engaged in research on endowment spending, tuition discounting and cost containment in higher education. She also specializes in search work for Chief Financial Officers. She served as President of Mercy College, a diverse, multi –campus college with a budget of $100 million and 10,000 undergraduate and graduate students with campuses in New York City, Westchester and on-line from 1999 to 2004. While president, she significantly increased the college’s graduation rate and completed its first successful capital campaign. She remains on the faculty as a Professor of Economics. Lapovsky has almost 30 years of experience in Higher Education Finance in both the public and private sectors of higher education. Prior to coming to Mercy College, she served as Vice President for Finance at Goucher College, as Special Assistant to the President of the University of Maryland at College Park, as Director of Finance and Facilities for the Maryland Higher Education Commission, and as a Fiscal Planner for the Maryland State Department of Budget and Fiscal Planning. In addition to her membership on the APUS board of trustees, Dr. Lapovsky serves on a number of boards and advisory committees including the boards of Western New England College, Packer Collegiate Institute, the Tuition Exchange, HERS, the National Council for Research on Women, and the White House Project. She also serves on the Committee of Visitors of Goucher College and the Common Fund’s Benchmark Advisory Committee. She chairs the finance committee on four of these boards, sits on the audit committee of several and is a member of the executive committee of six of these boards. She is the editor of two books and the author of more than 100 chapters and articles. She is a frequent speaker on topics ranging from women’s leadership to budgeting and resource management in higher education. Her most recent work and speaker presentations have been on cost containment in higher education and on enrollment management and tuition discounting. She received her B.A. degree from Goucher College, and her M.A. and Ph.D. degrees in Economics from the University of Maryland at College Park. She also attended the Institute for Educational Management at Harvard. In 1999, she was named one of the 100 top women in Maryland.
