In 2011, Mr. Costantino was appointed by California Governor Jerry Brown as a member of the Central Valley Regional Water Quality Control Board. The Board is one of nine regional state agencies responsible for water quality in California. In addition to his local engineering work and his climate protection management experience, Mr. Costantino was the lead legislative analyst at CARB, where he made technical and policy recommendations on both state and federal legislation.
