D Randall Benn

Mr. Benn is a partner in the firm's Environmental Law and Legislative Departments. He currently advises on regulatory counseling, litigation, and strategic planning for corporate and municipal clients and trade associations, with an emphasis on water and wastewater issues. His practice includes client representation before the Executive Branch, Congress and the Courts on a variety of environmental, energy, appropriations, public policy and enforcement matters. In particular, he has substantial experience working with the U.S. Environmental Protection Agency and the Federal Environmental Regulatory Commission.
