Peter N Hiebert

Peter Hiebert is a partner in the firm’s Washington, D.C. office who concentrates his practice in international law, government relations, and public policy law. In addition to handling matters throughout the United States, South America, and the Caribbean, Mr. Hiebert serves as counsel to the Government of Puerto Rico and the Government of the Virgin Islands. He recently has negotiated several tax agreements with the U.S. Department of Treasury and Internal Revenue Service, defended client interests in several major trade cases, and represented Puerto Rico and the Virgin Islands on various legislative matters before the U.S. Congress. Mr. Hiebert also represents manufacturers and a major international air express company on international, customs, regulatory, and legislative matters. Mr. Hiebert has considerable experience representing clients in prosecuting disaster claims and handling other regulatory matters, including administrative appeals, before the Federal Emergency Management Agency. He was part of the Winston & Strawn team responsible for securing a $432 million earthquake damage settlement from FEMA for a major university medical center. Mr. Hiebert also assisted the Government of the Virgin Islands in restructuring its federal disaster-related debt and in negotiating debt relief before FEMA, the Office of Management and Budget, and Congress. Mr. Hiebert received a B.A. from Columbia University in 1972 and a J.D. from Georgetown Law School in 1981, where he was editor of the Georgetown Law Journal.
