Prior to joining Hogan & Hartson, Roper served for more than 10 years as the majority clerk and staff director of the Defense Appropriations Subcommittee, U.S. House of Representatives. In this capacity he was the senior staff member in the House responsible for appropriations oversight and funding legislation for nearly all Department of Defense activities. Roper has over 25 years of experience working with senior U.S. congressional, executive branch, and military officials regarding national security policy, programs, and operations. Before 1995, Roper also served as the minority staff director for the Defense Subcommittee, where he worked closely with majority staff in drafting and negotiating defense appropriations and supplemental appropriations bills. He advised and assisted House Republicans on all issues associated with the defense appropriations process, including annual funding legislation, specific defense and intelligence programs, ongoing military operations, and defense and arms control policy. Roper served for six years as a commissioned officer in the U.S. Air Force, including an assignment as an intelligence officer at Headquarters U.S. Air Force, Washington, D.C. He obtained his master’s degree from Princeton University and his bachelor’s degree from the United States Air Force Academy, where he was a distinguished graduate.
