Ray Beeman provides general tax advice for businesses and individuals. In addition, Mr. Beeman provides strategic advice concerning federal tax issues that require representation before the U.S. Congress, the Treasury Department, or the Internal Revenue Service. Relying on his background in representing a broad range of business clients and on his extensive knowledge of the tax legislative process, Mr. Beeman brings to bear a wealth of diverse experience in providing strategic advice and solutions to business tax problems. Prior to joining Venable, Mr. Beeman served the U.S. Congress as legislation counsel for the Joint Committee on Taxation. As legislation counsel, Mr. Beeman developed and evaluated federal tax legislative proposals, primarily in collaboration with the House Ways and Means Committee, the Senate Finance and Foreign Relations Committees, and the Department of Treasury. Mr. Beeman was involved with several tax legislative proposals that were included in the Victims of Terrorism Tax Relief Act of 2001, the Job Creation and Worker Assistance Act of 2002, the Jobs and Growth Tax Relief Reconciliation Act of 2003, the American Jobs Creation Act of 2004, and various pending tax legislation. Mr. Beeman also participated in the preparation and drafting of Joint Committee staff reports concerning the simplification of the federal tax laws (2001) and the investigation of Enron Corporation (2003). In addition, Mr. Beeman assisted the Senate with the consideration of several income tax treaties and protocols submitted for ratification, including treaties with the United Kingdom and Japan, and protocols with Australia, Sri Lanka and the Netherlands. Mr. Beeman also assisted in Joint Committee staff reviews of large IRS refunds and closing agreements involving significant dollar amounts or policy issues. Prior to his tenure with the Joint Committee on Taxation, Mr. Beeman worked for the national tax office of a Big Four accounting firm, where he provided tax advice concerning financial services and products. Mr. Beeman is a member of the D.C. Bar Association Tax Section and the American Bar Association Section of Taxation. Mr. Beeman is an adjunct professor at the Georgetown University Law Center teaching the taxation of debt instruments and securitization transactions. In addition, Mr. Beeman has taught at the Ministry of Finance Training Institute in the Republic of China (Taiwan). Mr. Beeman has been a frequent panel participant at conferences and meetings sponsored by the American Bar Association, D.C. Bar Association, Wall Street Tax Association, Securities Industry Association, Bank Administration Institute, Bank Tax Institute, Texas Society of Certified Public Accountants, National Tax Association, the University of Southern California School of Law Tax Institute, and Mortgage Bankers Association of America.
