Barnaby Harkins

Before joining McGuireWoods Consulting, Mr. Harkins spent fours years working for Congressman Tom Davis, Ranking Member, Government Oversight and Reform Committee. During his tenure on Capitol Hill, Mr. Harkins was responsible for managing the Congressman's interests throughout the appropriations process. Additionally, he was responsible for managing education, energy, environment, agriculture, federal employee and retiree, crime and gambling issues for the Congressman. As part of his work on these issues, Mr. Harkins specifically focused on education, federal procurement and appropriations, and was responsible for managing a number of bills and amendments Davis introduced. He has a particularly strong legislative history of managing and securing municipal and school system appropriations.
