Louise B Russell

Louise Russell is Research Professor in the Institute for Health, Health Care Policy, and Aging Research, and Professor in the Department of Economics, Rutgers University. Before coming to Rutgers in 1987, Dr. Russell was a Senior Fellow at the Brookings Institution for 12 years. She is an elected member of the Institute of Medicine (IOM) of the National Academy of Sciences and has served on several IOM committees, including the Committee on Valuing Community-Based Non-Clinical Prevention Policies and Wellness Strategies (2011-2012). Professor Russell co-chaired the U.S. Public Health Service Panel on Cost-Effectiveness in Health and Medicine, which published recommendations for improving the quality and comparability of cost-effectiveness studies (Cost-Effectiveness in Health and Medicine, Oxford University Press, 1996, and a series of three articles in The Journal of the American Medical Association, October 1996). She was also a member of the first U.S. Preventive Services Task Force of the Department of Health and Human Services (1984-88). She has published numerous articles and books, including Educated Guesses: Making Policy About Medical Screening Tests (University of California, 1994), Medicare's New Hospital Payment System: Is It Working?
