Elena Tompkins

Elena Tompkins brings over a decade of government relations experience on labor, trade, and small business issues to Ogilvy Government Relations, where she provides strategic advice on legislative and regulatory issues and builds and manages coalitions. Ms. Tompkins works closely with clients to identify legislative initiatives and opportunities, representing interests in areas such as asbestos, pensions, tax reform and health care. Ms. Tompkins also manages coalitions, including groups interested in small business health plans legislation and efforts to reform federal prison industries contracting laws. She works with House and Senate Leadership staff, Committee staff and the Executive Office of the President as well as Cabinet agencies. the Office of Congressional and Intergovernmental Affairs at the Department of Labor, where she served as Congressional liaison on behalf of the Employment Standards Administration, the Department’s largest agency. Ms. Tompkins developed and implemented legislative strategy on two of the Department’s largest regulatory reforms in more than fifty years, including changes to financial disclosure reporting requirements for the largest labor unions and major changes to the laws governing overtime for white collar workers. Ms. Tompkins was also responsible for legislative initiatives for the Office of Workers Compensation and the Office of Federal Contract Compliance Programs. Ms. Tompkins was with Patton Boggs, LLP prior to government service. During her 10 years at the firm, Ms. Tompkins represented a variety of clients from Fortune 500 companies to trade associations. She worked on numerous trade-related issues, including the North American Free Trade Agreement (NAFTA), extension of trade promotion authority, and labor issues.
