Dr. Kirkland has a special interest and expertise in the interrelationship of federal science policies and programs and the research communities of technology firms and American universities. During the past twenty years, he has directed numerous business and academic coalitions that have secured federal funding for research in advanced computing, neurosciences, nanotechnology and various health related fields. Also, Dr. Kirkland has led initiatives in the application of advanced technology to education and training programs, and has extensive experience in the field of distance learning and health care delivery to remote areas. He serves on a number of advisory boards that recommend policies and programs to state and federal government agencies to promote economic development through cooperative relationships. In addition to his business activities, Dr. Kirkland has served in numerous positions in education and government. The holder of a Ph. D in American History from the University of North Carolina, he has been a professor at Cornell University, American University, and Heidelberg University in Germany. Currently, he is Senior Research Fellow of the IC Squared Institute at the University of Texas, Austin, and chairs the Graduate Education Advisory Board at the University of North Carolina, Chapel Hill. Dr. Kirkland has staffed and has served as advisor to a number of Congressmen and Senators. He served as a member of the White House Domestic Policy Staff, and was a Director of the 1980 Conference on Small Business. A resident of the Washington D. C. area since 1965, Dr. Kirkland is married and has four children. His wife Martha is Executive Director of the American Occupational Therapy Foundation.
