Julian A Haywood

Tony Haywood is a long-time Capitol Hill strategist with thirteen years of legislative, oversight, and investigative experience. For the last eight years, he served as counsel to the House Oversight and Government Reform Committee, working on a range of matters for Chairman Henry A. Waxman (D-CA) and other committee members. Most recently, Haywood advised Chairman Wm. Lacy Clay (D-MO) as staff director and counsel to the Subcommittee on Information Policy, Census, and National Archives. As staff director, Haywood worked on hearings and legislation related to information security and privacy of patient healthcare records, among other topics. Earlier, Haywood advised Ranking Member Elijah E. Cummings (D-MD) on all matters before the Subcommittee on Criminal Justice, Drug Policy, and Human Resources. In that capacity, Haywood conducted congressional oversight of the Administration’s policies related to criminal law enforcement, faith-based initiatives, stem cell research, homeland and border security, and all facets of the nation’s War on Drugs. Also in his role as counsel, Haywood advised Ranking Member Diane E. Watson (D-CA) on matters before the Subcommittee on Human Rights and Wellness, including prescription drug reimportation. Most notable among Haywood’s numerous full committee assignments was advising the Democrats on the investigation of new allegations of U.S. Justice Department and F.B.I. misconduct in the tragedy at Waco, TX. Previously, Haywood served Chairmen James V. Hansen (R-UT) and Lamar S. Smith (R-TX) and Ranking Member Howard L. Berman (D-CA) as nonpartisan counsel to the House Committee on Standards of Official Conduct. He also served as legislative counsel and assistant to Rep. Steny H. Hoyer (D-MD) and as legislative assistant to the late Rep. Julian C. Dixon (D-CA). Haywood also is founder and sole-proprietor of an independent jazz record label and has several recording credits as a producer and composer.
