D'Arcy Philps

D’Arcy George Philps is a Vice President at Van Scoyoc Associates, Inc. (VSA). Prior to joining VSA in February 2001, Philps served as a professional staff member for the Committee on Education and the Workforce in the United States House of Representatives. During his eight years with the Committee, Philps was actively involved in working with Members to develop and draft legislation in areas related to education and the workforce. Among the major initiatives in which Philps played a key role, were the Workforce Investment Act of 1998, the Temporary Assistance to Needy Families (welfare reform), and the Higher Education Act Amendments of 1998. Philps also worked on the reauthorization of the Elementary and Secondary Education Act (ESEA) and was actively involved in legislation that served as a precursor to what eventually became the No Child Left Behind Act of 2001. At VSA, Philps has continued his work in each of these areas on behalf of numerous for-profit and non-profit organizations. Philps is a native of Wisconsin and a graduate of the University of Wisconsin-Madison, with a degree in political science.
