As Deputy Secretary for Medical Assistance Programs, David was responsible for the statewide administration of Pennsylvania's Medicaid Program, which has an operating budget of over $15 billion. The program serves 1.8 million clients who receive healthcare services from more than 67,000 medical providers. As a principal advocate for eligible recipients receiving Medical Assistance benefits, David planned, coordinated and directed the provision of benefits and services throughout the Commonwealth; consulted and cooperated with federal and state government, private agencies and associations on the delivery of medical services to ensure that the quality of and access to these services are in compliance with federal and state regulations; and recommended changes in law, regulations and policy for the Medical Assistance Program. Prior to co-founding his consulting firms, David worked in and led the Healthcare Practice of another Pennsylvania-based government relations firm for eight years. In that capacity, he managed all healthcare client engagements including the operations of a trade association of urban hospitals. David holds a Master of Business Administration degree and a Bachelor of Science degree from The Pennsylvania State University.
